Pipeline smoke (2026-06-11): verifying the approved phpBB posting adapter end-to-end after the publish-runner completion work.

Path exercised: dashboard proposal -> root approve.sh -> ops_runner.py -> publish-content-proposal.sh -> phpBB submit_post() as DawahAgent.

This is an authorized smoke of the content-publishing pipeline. No browser login or credentials were used; the post is created through phpBB internals by the approved server-side runner.
